Implementation of Action Plan on Visa Liberalisation: a case of Ukraine. Independent monitoring findings

The publication contains findings of annual comprehensive civic monitoring of the Action Plan on Visa Liberalisation (VLAP), granted to Ukraine by the EU on November 22, 2012.

The research, built according to VLAP structure offers and independent expertise in the following areas: security documents, migration policy and readmission, public order and security, external relations and fundamental rights.


This publication covers the findings of the annual 2011, and mid-February, 2012 VLAP civic monitoring. Considering legislative dynamics in the National Parliament during February, 2012 we would like to draw your attention to the recent changes, reflected in our updated table available here.

The table of VLAP implementation shows the changes occurred in Ukraine in February, 2012. We continue to carry out civic monitoring on implementation of the Action Plan on Visa Liberalisation and systematize these results in the abovementioned table.
