Ukraine substantially progressed toward liberalization of visa regime with EU - expert

Ukraine has substantially progressed in the direction of fulfillment of the first (legislative - Author) phase of the Action Plan on liberalization of the visa regime with the European Union.

 This opinion was expressed in comments to UKRINFORM by scientific director of the Institute of Euro-Atlantic Cooperation Oleksandr Sushko.

“Ukraine has substantially progressed and is at the end of the first phase (adoption of legislative acts - Author) of fulfillment of the Action Plan on liberalization of the visa regime with the EU. Many laws have been adopted. There is the European party's estimate on the majority of normative acts. On the whole, the first phase of the Action Plan on liberalization of the visa regime with the EU has been fulfilled by 80 percent,” he said.

At the same time, according to Sushko, a part of normative-legal acts need some changes and amendments. In particular, as the expert noted, it is necessary to make amendments to the adopted law “On Principles of Preventing and Countering Discrimination in Ukraine,” which will create real mechanisms for protection of a man against manifestations of discrimination.
In addition, according to the expert, the national legislation on protection of personal data also needs certain amendments. Since, as Sushko explained, there are unconformities with the Convention on protection of personal data of citizens and the law on biometric passports, which has recently come into force in Ukraine.

As the expert noted, one of positions of the Action Plan on liberalization of the visa regime with the EU is the necessity of creating an independent efficient anticorruption body in Ukraine. According to Sushko, such a body has been created in Ukraine, but it is inefficient, therefore this issue remains open.

Ukraine received the Action Plan on liberalization of the visa regime at the Ukraine-EU Summit, held November 22, 2010. The Action Plan consists of two phases: legislative work (adoption of necessary norms), as well as implementation of those norms. Fulfillment of the Plan will create conditions for implementation of the visa-free regime for Ukrainian citizens.
