The Multi-Country Cooperation Instruments and Thematic Tools supporting change in the EU’s Neighbourhood
A new publication explaining the Multi-Country Cooperation Instruments and Thematic Tools, designed as part of the EU’s effort to support change in the Neighbourhood Partnership countries, has been prepared by the EU-funded ENPI Info Centre.

This 9-page electronic publication, available in English, French,Arabic and Russian, describes in simple language the various funding opportunities available to stakeholders in the Partner Countries, in the Southern and Eastern Neighbourhood regions.
For each instrument or tool, the publication includes a brief explanation of what it aims at, as well as who can participate, how the funding is implemented, the budget allocated and the website link on which detailed information is available.
The Multi-Country Cooperation Instruments and Thematic Tools are highly complementary to the European Neighbourhood and Partnership Instrument (ENPI) that funds regional and bilateral cooperation programmes, as part of the European Neighbourhood Policy (ENP). Over and above what is covered in the publication, funding is available for individual countries – for which information exists on the Delegation websites – and also through the various Directorates-General.
The Neighbourhood countries benefitting are:
ENPI South - Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Occupied Palestinian Territory, Syria, Tunisia
ENPI East - Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine, Russia
This publication, laid out so that it is easy to read and print, begins with an explanation of the ENPI, the ENPI Regional Programmes and the Country Programmes available, before listing the other instruments and tools. It includes a brief description of what EU grants and contracts are, as well as links to more information on procedures and opportunities and where one can find out more.
The Multi-Country Cooperation Instruments covered are: Cross Border Cooperation (CBC), the Neighbourhood Investment Facility (NIF), Support for the Improvement in Governance and Management (SIGMA), Technical Assistance and Information Exchange (TAIEX), Twinning, Erasmus Mundus II,Tempus IV and Cooperation in Urban Development and Dialogue (CIUDAD).
The Thematic Tools included in this publication, which are global but from which the Partner Countries can benefit, are: European Instrument for Democracy and Human Rights (EIDHR), Environment and Sustainable Management of Natural Resources, Food Security, Investing in People, Instrument for Nuclear Safety and Cooperation (INSC), Instrument for Stability (IfS), Migration and Asylum as well as Non-State Actors (NSA) and Local Authorities in Development.
The European Commission's EuropeAid Cooperation Office underlines on its website that “the overall goal of these instruments is the eradication of poverty in partner countries and regions in the context of sustainable development.”
It notes it “implements the funding instruments for external assistance in the frame of the 2007 to 2013 financial perspectives.”
