Action Plan Documentation

EWB publishes the full text of the Action Plan on Visa Liberalisation presented by the EU at the EU-Ukraine summit in Brussels on November 22, 2010. This document is not officially available at the official EU and Ukraine's websites (for reasons, unclear for the civil society). Nevertheless, taking into account high public importance of this document,we decided to make it public.

The document has been developed by the Cabinet of Ministers in order to ensure proper implementation of the Action Plan on Visa Liberalisation granted to Ukraine on November 22, 2010. It contains relevant measures, responsible bodies and the deadlines. National plan also stipulates monthly reports to be provided to the government's leadership by the bodies involved.

This draft extended profile has been prepared in the framework of the “Building Migration Partnerships” initiative funded by the European Union`s Thematic programme and running between January 2009 and June 2011. The overall objective of this initiative is to contribute to the implementation of the joint declaration agreed at the Prague Ministerial Conference “Building Migration Partnerships” (27-28 April 2009).

This law establishes a standard procedure for the recognition of a person as a refugee or a person who require complementary or provisional protection. The law also defines the powers of executive bodies involved in addressing issues related to refugees and persons who require complementary or provisional protection. The adoption of this law is an important step towards the harmonisation of national legislation on refugees with relevant European standards.

The member States of the Council of Europe, signatory to this Protocol,вesirous of facilitating the application of the European Convention on Mutual Assistance in Criminal Matters opened for signature in Strasbourg on 20th April 1959 in the field of fiscal offences; сonsidering it also desirable to supplement the Convention in certain other respects, have signed such Protocol.

This draft law defines the types of the person's identification documents and certifying the Ukraine's nationality, the information they give, persons obligations and regulates the documents issuing, their registration, exchange, invalidation, destruction etc.

This law defines the procedure for recognition the refugee or the person, who requires additional or temporary protection, loss and deprivation of this status and legal status of refugees and persons complementary or provisional protection and who have been granted the temporary protection in Ukraine.

This Draft Law defines the rights and obligations of foreigners and stateless persons who stay in Ukraine; it also sets the order of their arrival to Ukraine and their responsibilities.

This Action Plan on implementation of the Integrated Border Management Concept was approved by the Cabinet of Ministers of Ukraine as of January 5, 2011 N 2-p

The Integrated Border Management Concept has been approved by the Cabinet of Ministers of Ukraine as of October 27, 2010 N 2031-p.

The Draft Law of Ukraine on the person’s identification documents and certifying the Ukraine’s nationality has the same title but was introduced three weeks above.

The draft law # 8469 as of 10.05.2011 "On Combating Human Trafficking" was presented by the MP O. Zarubinskyy.
